CABE Webinar: Trade Economist Panel on How to Respond to Trump’s Tariff Threats

U.S. President Donald Trump has repeatedly threatened to impose significant tariffs on Canadian exports to the United States — which is by far our largest trading partner. How significant are Canada-US trade linkages and what economic impact might these tariffs have? How should Canada respond to this economic threat? Join our distinguished panel of Canadian trade economists for a discussion of Canada’s options, and potential response strategies.

Dan Ciuriak is Director and Principal, Ciuriak Consulting Inc. He is also a Fellow in Residence with the C.D. Howe Institute and holds fellowships with the Centre for International Governance Innovation and the Asia Pacific Foundation of Canada . Dan’s professional interests include quantitative trade economics (with a particular emphasis on modelling the impacts of trade agreements), the trade and economic implications of the digital transformation, Canada’s Asia Pacific relations, and the economics of development. He has published widely as author and editor. He concluded a 31-year career with the federal public service in 2008 as Deputy Chief Economist at the Department of Foreign Affairs and International Trade (DFAIT).

Meredith Lilly, Ph.D., is a full Professor and Simon Reisman Chair in International Economic Policy at Carleton University’s Norman Paterson School of International Affairs. Her research focuses on North American trade relations, Canada’s trade diversification strategy, economic sanctions, and the use of research evidence in policy making. Prior to her appointment at Carleton, she served as Foreign Affairs and International Trade Advisor to Canadian Prime Minister Stephen Harper. She was previously appointed at the University of British Columbia Okanagan, and has worked in policy roles in several Canadian government departments.  She engages regularly with foreign governments and diplomats, and is a frequent media commentator on North American trade issues.

She is a member of CD Howe Institute’s International Economic Policy Council, a non-resident scholar at Rice University’s Baker Institute for Public Policy, an Advisory Board member for the Canadian Global Affairs Institute, and serves as the Academic Partner for Canada’s delegation to the North American Forum.

Tombe 2017 Trevor Tombe Professor of Economics at the University of Calgary, Research Fellow at The School of Public Policy

Trevor Tombe is a Professor at the University of Calgary’s Department of Economics and the Director of Fiscal and Economic Policy at The School of Public Policy. He received his PhD in Economics from the University of Toronto and undergraduate degree in finance from Simon Fraser University. His research explores a broad set of topics, including, international trade, public finances, and fiscal federalism. He has published in top economics journals, is co-author of the textbooks Public Finance in Canada and Macroeconomics, co-editor of the recent volume Fiscal Federalism in Canada, is co-director of Finances of the Nation, a Public Policy Forum Fellow, and a Senior Fellow at the The Macdonald-Laurier Institute. In addition to his academic work, he actively advises various governments on a wide range of issues and contributes to policy development and discussions through regular op-eds, articles, and media engagement, including as a regular contributor to The Hub.
