In June 2019, a Member of Provincial Parliament asked the FAO to analyze the costs that climate change impacts could impose on Ontario’s provincial and municipal infrastructure, and how those costs could impact the long-term budget outlook of the province. In response to this request, the FAO launched its “Costing Climate Impacts to Public Infrastructure” project (CIPI).

In the first phase of the project, the FAO assessed the composition and state of repair of provincial infrastructure and released its findings in November 2020. In the second phase, the FAO conducted a similar assessment of Ontario’s municipal infrastructure, with results released in August 2021.

The purpose of the final phase of the CIPI project is to assess how changes in extreme rainfall, extreme heat and freeze-thaw cycles will impact the public infrastructure costs of provincial and municipal governments in Ontario.

Financial Accountability Officer, Financial Accountability Office of Ontario Peter Weltman

Peter Weltman was appointed Ontario’s second Financial Accountability Officer on May 7, 2018.

Mr. Weltman has extensive experience working at the Parliamentary Budget Office (PBO) in Ottawa most recently serving as Director of Executive Services, Communication and Parliamentary Relations to the Parliamentary Budget Officer. He also served as past-President of the Canadian Chapter of the International Cost Estimating and Analysis Association (ICEEA). Before working at the PBO, Mr. Weltman worked in different capacities for Industry Canada, Agriculture and Agri-Food Canada, Human Resources and Skills Development Canada (HRSDC) and the Treasury Board Secretariat.

Senior Economist, Financial Accountability Office of Ontario Sabrina Afroz

Sabrina Afroz joined the Financial Accountability Office in September 2019 as an Economist. Most recently, she worked at the Office of Economic Policy in the Ontario Ministry of Finance, where she conducted research on various policy areas including small business, internal trade barriers, labor market, and climate change.

Sabrina holds a Master of Arts in Economics from Ryerson University, where she received the highest academic distinction award. As part of her graduate research, she conducted an empirical analysis of fiscal sustainability in OECD countries. She also holds a Bachelor of Business Administration with a major in Finance from the University of Dhaka.

Senior Economist, Financial Accountability Office of Ontario Nicolas Rhodes

Nicolas Rhodes joined the Financial Accountability Office in 2015. At the FAO, he has conducted wide-ranging analysis and research on Ontario’s economy and finances, from labour markets and credit ratings to the impact of climate change on infrastructure.

Nicolas holds a Master of Arts in Economics from McMaster University and a Bachelor of Arts (Honours) in Economics from the University of Guelph and is a CFA charterholder.
