Paul Sullivan will walk through the potential effect of the Cowichan decision on affected private properties in Richmond, BC. He concludes the face value of properties in the area may fractions of what they were once worth, mortgage financing could be seriously affected, and investors may choose to abandon the market entirely. He will describe why conventional property appraisal methods may be unworkable and lenders may be unwilling to underwrite titles given uncertain legal standing. Paul Sullivan is a Principal and Practice Leader for Advocacy and Tax Policy at Ryan, where he leads the firm’s advocacy practice across all levels of government in Canada, developing and executing strategies that align with client business priorities while building relationships with federal, provincial, and local officials. Previously, he served as Senior Managing Partner at a B.C.-based property valuation, development consulting, and tax services company, overseeing a team of Accredited Appraiser Canadian Institute (AACI) members with expertise across all property types. Mr. Sullivan lectures on tax topics for Ryan clients and its Professional Development Program, and regularly advocates before city councils, real estate associations, and small business organizations on tax reform and fairness issues. He holds a Bachelor of Arts from the University of British Columbia and is actively involved in several industry organizations, including the Building Owners and Managers Association, the Canadian Property Tax Association (Vancouver Chapter), the Urban Development Institute, and the Vancouver Fair Tax Coalition, where he serves in leadership roles including committee chair and board member.
