CABE Webinar: Defining and Measuring the Gig economy

The Webinar will present the statistical framework and measurement strategy which has guided Statistics Canada’s recent data collection efforts on employment in the gig economy. The presentation will also provide definitions and estimates for three phenomena that are at the core of the gig economy: gig work, digital platform employment and dependent self-employment.

The presentation will first describe recent work within the international statistical community to develop definitions and a coherent conceptual framework to understand the new forms of employment which have emerged in the context of the gig economy. This will be followed by a discussion on how this work was mobilized to measure the core components of the gig economy in Canada. The paper will then describe Statistics Canada’s latest strategy to measure the gig economy through the Labour Force Survey supplement program. Finally, the presentation will describe the analytical strategy used to develop statistical measures of gig work, digital platform employment and dependent self-employment.

Vincent Hardy is the Chief of the quality of employment section at the Centre for Labour Market Information at Statistics Canada.  He leads the development of content for the Labour Force Survey supplements program, as well as research and analysis on quality of employment and forms of employment. Vincent obtained his PhD in sociology from the University of Cambridge in 2020 and has more than 10 years of research experience related to labour market insecurity and quality of employment. In recent years, he has contributed to international efforts to better understand and measure emerging forms of employment. He led an in-depth review on the measurement of new forms of employment for the Conference of European Statisticians in 2020-2021 and was a contributor and the main editor of the United Nations Economic Commission for Europe’s Handbook on Forms of Employment, published in 2022.
