TABE Webinar: Deficits, Debt and Defence: The Outlook for Budget 2025
It’s been said before but it remains unquestionably the case—we live in unprecedented times. And that’s just as true in federal fiscal policy as it is in trade and geopolitics more broadly. The Government of Canada is on track to run one of the largest budget deficits on record outside of a recession or pandemic. Dramatically higher defence spending, a push to get shovels in the ground for “nation-building projects”, and a spate of tax cuts should be only partially offset by a planned reduction in discretionary spending. Federal debt will be higher as a result, and is likely to keep moving higher as a share of the economy. In this context, who better to speak to the upcoming and long-delayed Budget 2025 than Canada’s former Parliamentary Budget Officer, Yves Giroux.

Yves Giroux was Canada’s Parliamentary Budget Officer (PBO) from 2018 to September 2025. The third person to take the role, he oversaw the transformation of the Office of the PBO to one that supported political parties in costing election platform measures. That’s in addition to supporting Parliamentarians through undertaking economic and fiscal forecasts, costing policies at the request of committees, and synthesizing the business of supply into something decision makers can understand. Prior to becoming the PBO, Mr. Giroux held senior positions at the Canada Revenue Agency, Privy Council Office, Finance Canada, and others.
