The New Brunswick Energy and Utilities Board’s areas of regulatory oversight includes electricity, natural gas distribution and marketing, pipeline safety and public motor buses. In addition, it sets weekly prices of petroleum products.

The Board is seeking an individual to join the Regulatory team as an Advisor in Saint John. Reporting to the Executive Director of Regulatory Affairs, the successful candidate will be responsible for assessing and coordinating the analysis of applications relevant to the companies and organizations regulated by the Board. The Board’s regulatory department manages rate and other applications from utilities, assisting the Board in its processes, by providing professional support on a wide variety of technical issues and subjects, and ensuring completion of the official record.

Key responsibilities will include but are not limited to:
• Managing the analysis of applications filed by utilities and supporting the development and implementation of operational policies related to the sectors the Board regulates;
• Identifying relevant issues associated with assigned applications and providing in-depth analysis on all areas in an application including but not limited to financial, accounting, economic, regulatory policy, system planning, engineering cost allocation and load forecasting;
• Preparing written reports reflecting the analysis of application materials;
• Conducting detailed reviews of rate applications submitted to the Board in accordance with the Board’s regulatory framework;
• Identifying and analyzing issues associated with assigned applications by reviewing proposed plans, schedules, priorities and performance, with reference to Board policies, codes, standards, expectations, precedents and filing requirements;
• Participating in technical conferences, and preparing briefing notes, staff submissions and cross-examination in preparation of public hearings;
• Any other related duties that may be assigned from time-to-time.

ESSENTIAL QUALIFICATIONS:
• The preferred candidate will have five years’ experience in economics, accounting, engineering or other relevant experience.
• Experience analyzing large amounts of data and converting analysis into quantitative and qualitative information.
• Experience in a regulated industry and/or public utility is a definite asset.
• Previous experience managing cases in an adjudicative process is a definite asset.
• Proven track record to meet tight deadlines, work under pressure and juggle multiple priorities at once.
• Experience with spreadsheets and analysis.
• Strong working knowledge of Microsoft Office (Excel, Word, PowerPoint) is a must.
• Excellent verbal and written communication skills that cater to all levels in the organization.
• Written and spoken competence in French is a definite asset.
• Strong interpersonal, organizational, prioritizing, problem solving and time management skills.
• Experience reviewing costs related to capital projects is an asset.
• Experience with utility operations, specifically natural gas or electricity, is an asset.

TECHNICAL COMPETENCIES: The successful candidate is required to possess the ability to use office technology, software, and applications.

Salary: Salary will be competitive and commensurate with education and experience.
